I don't know but you can try using the Package Creator from Plugin Manager to create a *.spk file.
Sadly still unable to open the .rar with the package creator tool
There are also several other Tools to open a rar archive like winrar, 7zip and many more... Have you already tried to unpack this archive with one of it?
i can regulary open the archive and could then manually install the mod, its just that id like to switch it on and off via the plugin manager.

I cant belive its actually that simple, yes it worked and the script works fine now too, thx!
